GET TF2
I've bought both and COD4 is boring after you've got all the ranks and stuff, I've not touched the game in like 5 months :S TF2 is so much fun to play with a large group of friends though

Depends on what you want
TF2 - Cartoony Super Fun Game with medics and pyros and other things. COD4 - Real life War Game (Also Fun)

I recommend getting both, they are both fun and are different enough that it's fun to switch back and forth between them.

They are both great games, I find myself playing TF2 a lot more, especially since they are adding a lot of new content.

TF2 is having a free weekend this weekend for the new pyro update. Check it out.
COD4 gets boring fast. While TF2 is constantly being updated with new weapons for the new classes.

Agreed, I like CoD4, but its so boring after a month of playing it, I've been playing TF2 since I bought it early January and I'm still loving...and the updates just keep coming!

If you want Hardcore FPS, I would recommend COD4, but if you just want a fun user-friendly casual game with achievements, I'd go with TF2
If it were up to me I'd buy both.

I've actually been switching off between the two. I'd recommend getting both (though honestly I'd pick one up first and later on get the other after you're looking for a new game, because both you'll end up playing for months).

Get both. They're the only PC games I play right now.
