if you read the config, the motion blur is not disabled. And tell me how exactly you see that it's disabled from a screenshot?

Only the weeds are disabled btw.
And the lighting imo looks more realistic because if the sun is on the side of the mountain in a sunset - then the other side should not look like day time. I do agree - maybe it's a little too strong - but IMO, it looks much better

They config isn't necessarily made to make it look better (but it does in several ways IMO) but really to help framerate by disabling the things that don't help the game look good but decrease performance like the little weeds. And it helps it alot.
