I'm fairly certain they can't sell it...

1) They don't posses the rights to the half-life engine for a commercial product.
2) They don't posses the rights to half-life

I'm pretty sure they wouldn't. Not only is it unlicensed engine usage, it's also recreating and selling a game they currently have for sale. Why would they be cool with someone creating a product from their materials, using their engine completely free that they're going to reap the benefits of?

I mean that would be the equivelant of me recreating halo on the halo 3 engine and selling it without paying any royalties right after they ported halo to the halo 3 engine. Do you really think bungee would be ok with that?
