I don't like having things running in the background, and if I want to play a different song, skip a track e.t.c. I have to alt+tab between windows which is slow and annoying

Most keyboards tend to have programmable keys which can be used to change song without interfering with the game.

Most Logitech boards have this capability. As for FLAC in GTA4, i'm afraid it's a no go

With a VLC media player, there is a possibility to make a playlist. And when it's done with the list, you can play it again.
