Well the Emachine is awesome. But i should have my dual core next weekend. I am getting rid of the 9500gt to a friend with the single core, but i am keeping the Sapphire 4670 card , and also picking up a GT220 1GB card, which is slightly more powerful over the 9500GT.

Oh Immortal Kenny, you again. You do know i have a new rig and a 9500gt and a 4670 right? You also might wanna look into the Screenshot thread at some of my latest screenshots. Slideshows, not anymore.
But we're not talking about Bioshock or L4D here. This is a GTA IV thread. And honestly, both my GPU and CPU are better than yours, and even then I can definitely see some limits with my setup.

Simply put: GTA IV is a thousand times more computationally-intensive than Bioshock or L4D is. Every NPC is unique in looks and clothes, every foot of view distance you add is another AI that needs their paths and actions controlled by the CPU, every impact is a load of physics calculations to be handled by your CPU.

None of those games you listed are anything like that; if you want to ignore us, then fine, go ahead. Have fun playing with a view distance of 1 and a resolution of 720x450.
