Default STEAM Games - Regionally locked?

I've got a STEAM account which i installed the Counter Strike Antology which i purchased and installed in Malaysia. So what i did now was log in to my STEAM account and tried to run Condition Zero, it gave me the following error:

This game was activated with a product code that is valid only in a specific geographic region. Since you are not currently in that region, Condition Zero is not available to play.

So now i was wondering if this is happening, what would happen if i have someone gift me L4D, would the same error come out if i played it in Malaysia?

Main reason i'm asking is that i'm a International Student in Australia, and i often go back to Malaysia (twice a year actually).

Your best bet would be to contact Steam to sort this out.

you should be able to buy any game and once you own it, play it whereever.
