Default will this el cheapo 437watt be up to spec?

need to replace a 437watt pelt in the spider tec block
why is thie following so cheap?
is it wrong spec?

maybe i should chance a 540w undervolted so it runs more effecient if that possible?

Thats cause it's not a 540watt TEC .. The 540 watts quoted in this case is the electricity used . Not the heat moved from one side of the TEC to the other... Qmax is the amount of heat moved .. so it's a 270watt TEC at 25 degrees not 540
