One side gets hot, on side gets cold. You put water cooling on the hotside, you put CPU on the cold side. The cooler you keep the hot the side, the cooler the cool side gets. If you let the hot side get too hot, the cold side gets less cold.

Not really with air. The heat of the tec itself + the heat of the chip will = too much for an aircooler to handle.

Its just a heat-pump Kopi...It tries to keep its cold side cold so when you put the cold-side on a chip it pulls the chips heat to....
