Default TEC or Phase which is right for me?

Ok, I'm stuck and I'm not sure where to post this.

I'm looking for quiet cooling and I hear that TEC is not a good solution for that. How much more voltage will a phase use than a TEC (I hear TEC uses roughly 400w). How much more would it cost to get a builder to build me a phase unit then to buy TECs and a secondary psu?

I'm currently running yate loons at 1500-1600 rpm right now, so they aren't silent but they are pretty quiet, especially when my case is under my desk.

I'm guessing if I run my video card/nb in the loop, then I'd have to insulate those, so I'm staying with a cpu loop only.

TEC's can be just as efficient as phase change form an electrical point of view, though the phase change will get you lower temps.

if you go sub ambient no matter what you do the cooling solution will be louder phase or TEC (that is with realistic components used)

o and dont forget with a phase system you have compressor noise.

if you want silent then go just water

I'm already watercooling, but I'm just looking at alternatives right now, since I never really liked the heat that still comes out of my rig (heats up my room pretty bad). Would I just be better off adding another rad or two for my cpu only loop? I've heard that some compressors aren't actually that loud. How high would I have to run my fans for a TEC system?

if you add another rad to your loop or not, it won't affect how much your room heats up. because changing the number of rads doesn't affect the heat load dumped by your PC

if you go TEC or Phase this will cause your room to heat faster because your now dumping your CPUs heat into the room AND the electricity your TEC/ Phase change unit uses into your room.

Now since a phase change or TEC unit uses electricity this heat needs to be dissipated so to keep the hot side the same as with just water cooling you'll need more airflow and therefore you'll get more noise

There are two ways to make less heat.
Lower your OC. Vent exhaust outside.

Adding more components (TEC or Phase) will just bring you more heat as Ultrasonic said because of inefficacy/thermal loss.
