Tbh, the TRUE, Dark Knight or a Mugen 2 are the best options for you, although if you feel spending the little extra grab a watercooling loop, you could fit a 240 rad nicely inside or outside your case!

Yes, but in this case he'd get more performance by upgrading his system rather than cooling his CPU to the extreme

And no, it's not always true for air cooling. (Unless you buy processors for $30)

i suppose it boils down to what he means by "cost effective" If he wants to go TEC he;ll need a top rang air cooler at least so he should just start there and if he still wants more cooling then come back
