Can I change out the peltier on the hybrid with about twice the power rate on it and run the new peltier at 50% power . Like 50w to 121w . Without burning up the peltier . And power the peltier off other power supply .

obviously a TEC "assisted" aircooler. (i think lol
)if you can physically remount it, yes, running a twice as powerful TEC will allow you to run at better efficiency, should allow you to use like 60-65% power of the old TEC and move more heat. with roughly the same netto output. just make sure it's the same size physically... though i think most TECs in that range only come as 40x40mm

lol I know he meant an air/TEC cooler I just meant which one in specific. It is possible assuming you don't surpass the cooling power, also as long as the TEC is the same dimensions.

Two hybrid
__________________Titan TTC-NP05TZ 92mm AMANDA TEC Cooler with 50w peltier . COOLER MASTER V10 Hybrid TEC with 70w peltier . Both use 40mm peltiers . Can I use Peltier from ebay ?

Well presuming you find a more powerful one then yes, typically ebay sellers use the Pmax (must be to confuse). So be sure not to be fooled by that. You want something with a higher Qmax (the amount a TEC can move). Now the issue is we don't know how much cooling those coolers have in them. So it'll be up to you. Also if you get anything around 90w Qmax you will NOT be able to use a molex connector. Now to be honest I'm not sure of the max cooling power of those heatsinks so you might want to wing it and see.

I have 168w peltier @ 50% power it is about 50w to 55w Qmax . Can it work ?

Well presuming it's 40x40mm then it should work. As to how well it will work on the heatsink, that's up to speculation I'd suggest you try it and see.
