Could someone maybe explain to me in a summary what a TEC is? it looks like a Watercooled PSU to me :/

TEC stands for "Thermo Electric Cooler".
An electrical current runs through the TEC unit, 1 side gets hot and the other side gets cold. The colder you keep the hot side, the colder the cold side gets. The thing ur looking at uses 8 TECs, sandwiched between 4 waterblocks. 2 for the cold sides (to cool down the liquid and on it's turn to cool the CPU) and 2 for the hot side which you have to cool with a radiator. Hope this helps

looks acrylic the X's are just for strength, remember it has to be tightened pretty hard.
$400 is a decent price if we knew the wattage it can cool. making a custom one from parts usually cost more.
