Default Phase Change Question

I understand how phase changes work, but since tempeture is no longer an issue, does that mean that you just overclock as far as the chip can go?

Pretty much, there's still a limit to how high it can go, after a point it just quits. You also start to run into other limitations like RAM, motherboards, and/or chipset.
