Default neoprene used for socket?

Hi,
Is the neoprene that's used to insulate the socket from moisture sticky on the back or does it need to be glued down?

the motherboard just rests on the neoprene

The neoprene just rests around the socket you mean when you cut it to shape?
Looks like some people use a sealer or something like this where it looks glued down,

Use a backplate and have the neoprene/insulation between the motherboard and plate. It provides a nice seal against condensation.
