Blowing directly on the mobo and other parts? Naaa too much condensation. Just AC the room and the PC will be cooler.

No it would not, due to the fact that you are still relying on air which is a poor dissapater. Plus If you have the A/C unit the only other things you really need are a controller (stock wont work) a pump that can handle -*c(most will), Igloo cooler (preferably) tubing, WB(no acrylic for lower than -25*c) , and some form of insulation. More to come later If there is more interest.

If you make a completely enclosed recirculatory system you would not have issues with condensation and can achieve sub-zero cooling. This is commonly referred to as an air-chiller system and you'll find builds on both the xs forums and on some of the dedicated sub-zero forums.

A more common setup is a water chiller system where you have an a/c based unit (modded of course) that cools your radiator remotely from your water loop. This works great as well but you will have issues with condensation on the water lines unless you do a great job insulating them.

This is one way of dealing with condensation because the air inside your "case" is all at the same temp therefore as the temp goes down so does the dew point.

Really all you have to do is keep air from reaching them.

Most of the time you use your cooler as a res.
