gta IV runs between 30-33fps. each game is different. google it.

30-33fps on a pc with gta IV on max is..... ok i guess. 60 is much better though.

and anything under 200fps in source games especially counter strike is unacceptable for competitive play.

Not all HDMI has HDCP... it's not an inherent thing. I'm pretty sure the games don't use HDCP, only Blu-ray and DVD.
