As far as brands, Fluke is right up there, but has a price to match it. For around $25 any RadioShack/PartsExpress/Home Depot one should do the trick. The key is to shop around and be sure that it will work for the jobs you'll be doing. In other words, ensure that the sensitivity is within the specification require, and be sure that the available ranges cover all projects you might take on. (ie if you'll be using digital electronics or that kind of high precision stuff, get one that's very accurate but may only go to 20 volts and 10 amps or something.) Decide what you need it for first, then match one to your applications.

Thanks ! Its mainly for testing the voltage on the rails on my PSU. Like how stable they are at idle and under load.

For the price, it would be hard to beat that one.
To get a better one you would have to spend a lot more.

I think would certainly do the trick for you if it's only measuring your PSU rails. If you take a look at the manual, it has a DC accuracy of +/- 0.8% of full scale. Meaning for a 12V rail you'd be looking at the 20V scale. So your 12V readings could be off by +/- 0.16V at worst case. Generally the worst case readings come from very low voltages/currents, so at 12V the accuracy should be pretty close. For $20 I'd give it a shot.

If you want to see voltage over time, you would need a much more expensive multimeter (like 100$). That would give you Min/Max/average readings. So, given what you need to do, even that Vm is overkill. Look on the web, I've seen em as cheap as 5$. EBAY for 1$? LOL
