700 watt psu cant power 3 fans and 2 lites

I just bought a ocz gamerxtreme 700 watt psu today. I get home and jump start it by connecting the green to the black wire. I plug in three fans and it runs fine. I plug in a light and it runs fine. I plug in one more light and it shuts itself off. I pull out the wire connecting the green and black and put it back it, turns on for 2 seconds and shuts off again.
I then plug the same string of fans and lights into my cheap 300w psu with a single 10a 12v rail and it powers the same strip for as long as i want. What is wrong with this picture, why is my $160 psu worse then my $10 one?

Could be a bad PSU, also you didn't happen to do any of that while the computer was on did you? That can sometimes short, or something and it shuts off. That is what happened to me once...well actually several times, but who's counting.

You always have to have a load on the PSU in order for it to function properly. You connected the fans after shorting the pins?

ive done it both ways. Ive had everything connected and then shorted the pins, then it turns on for 2 seconds and shuts off. Or ill have everything but one light connect and as soon as i add that 2nd light it turns off. keep in mind my dinky psu can run it, and i think that the fans are faster when its on the little psu.

Well, you may have damaged the PSU by not having it connected properly. RMA it if it doesn't work in your computer.

how did i not have it connected properly. connecting the green and black turns the psu on. thats how people run their water lines for leak testing.

I mean by not having any load on it, it isn't good for PSU's. Anyway, maybe you didn't do anything wrong for all I know but it certainly sounds like a faulty PSU.

tomorrow i think im gonna hook it up to my computer and see if it can power it up. It just doesn't make any sense to me about how my crap psu can power the same string of lights

Ever shift a standard without a clutch? You can do it. It works. Its not that good for it. It probably wont hurt anything. (Unless, you know, force it in.)
Ever pop start a dirtbike or motorcycle? You can do it. It works. Its not that good for it. IT probably wont hurt anything. (Unless, you know, do it everyday.) Same with PSU's. 'Cept it causes more damage more quickly if you dont put a load on it.
