My Enermax 480w cooler giant that I bought earlier this year has recently been starting to have problems.
Last Night the blower that stays on after the computer is switched off to cool it down continued to do it's thing and then stopped as normal. When i went to bed half way through the night i was disturbed and found the fans spining, when i went for a closer look i found that the blower fan was not spinning but the two main psu fans were! Also when the pc is on the fans dont change speeds according to load and heat but just constantly run at full rpm making my pc very loud. What is causing these fans not to stop turning and also running at full rpm? Enermax want to RMA it, i dont want to yet if there is a way to solve it seeing as this isnt the first time i have RMA'ed this PSU. This would be the second one in 7 months.

Well MY PSU is designed to stay on after the PC has shutdown for atleast 5mins to get rid of hot air. However your PSU is not designed to do that and this is an issue. I would RMA that PSU if i was you for safety sake. Before you do this however , make sure that you have trhe PSU atx cable in the ATX connector on the motherboard properly.

I have the 600W version of that psu and the fans spin for couple of min after the pc is off but never more than five min so I think smth is wrong ,also the psu has a fan controller on the back if it is all the way up the fans will always spin at full RPM so you may want to change that

Shouldnt be the fan controller. After a while the fans should cease. I would RMA that unit if i where you.

I would get your money back if at all possible and think about another model or brand of PSU.
