Default Is my PSU limiting my OC'ing?

Ok so all my stuff is in my system specs below but i'll tell ya the PSU is OCZ modstream 450w. I don't know if my PSU is causing the problems but here its goes. 5 x 120mm fans all over 85cfm, 1 HDD, 1DVD burner, 1DVD-rom, 1 Pentium D 940 OC'ed to 4GHz @ 1.265vcore, eVGA 6800 GT OC'ed to 399/1070, 2x 512 MB dimms of OCZ Gold DDR2-800 @ 1.9vdimm (here inlies the problem whe nI try to tighten the timings on the memory I've tried 2.1v 2.15v 2.2v and 2.3v and I can't tighten them at all if I adjust anything it won't post). I wouldn't think it's my PSU but I just thought I'd check with the PSU gurus to see what they think. I also have tried OC'ing the CPU more and it won't become stable any higher ( I think it's b/c of temps but someone else told me maybe my PSU for that too). So thats it I leave it in your hands lol... well not really but anything you can think of would be fantastic!

plug it into your psu and test to see if your rails are stable. your system only needs like 350 watts max. mine came out to be just under 400

Just try to squeeze the spec into your SPECS Cboy!!!
Whoever "somebody" was is probably right....
You have some high end stuff pullin' on it...(thank heavens I got a 520 with mine with dope rails!!!)
Your fans are what might be killing you...are they ball-bearing?
Also that CPU needs more juice to think straight...got me?
The RAM wants a little warmth...
And last of all...the HSFan wants it's share...why do you think it's so close to the CPU 4-pin?
Invest in some SEASONIC...I was taken by it's performance eeven in the 380w model...so a few hundred later all my old PCs run better now...more stable...
I didn't get my Athlon Xp 2200+ to do this without it...

Ok so I used that link in bradley's post and I came out to just under 450w... and reading what the wise "old" man says I think that I should get something with north of 500w... is that what you were saying "old" wise one? I'm prolly gonna look at something around 550W - 600w just b/c I think I'm gonna be upgrading some stuff in a couple months which means prolly even more power needed.

k! This one looks nice. you guys already know I'm a PSU noob but whats the dual 12v rails all about? is that so the GPU gets it's own dedicated amperage? or something like that?
