I've done it...could it be worse that a 14.5v Optima car battery...OUCH!!!
That'll make you see funny for a few days.LOL

all i have to say is that i touched a capacitor from a disposible camera flash a long long time after it was used, and i got shocked, very very badly

well as the fans are not actuarly that close to the board i would say its ok aslong as you use alot of caution and be aware that the capacitors could hold up to 1000V at about 60A
i do beleive this is because a psu has a built in invertor. other than that you should be fine. Just make sure exactly where u are putting your screwdriver and do it v carefully. I know someone that cut through a live wire in their house that was supposed to be off at teh fusebox but something was wrong with teh switch. Thats 240v @ up to 60A and that melted a huge hole in the wire cutters and gave him quite a large shock.

In the scheme of things, poking around in a PSU isn't all that dangerous if you know what you're doing (notice I have an FAQ about replacing PSU fans). I've worked on plenty of electronics which could have sent me to the ER, but I know what I'm doing. I've worked on classic macs, which have the CRT and the computer in the same box. For that, I just waited a couple days while it was unplugged, and then I just used caution around it. For my PSU work, I've sometimes opened up a psu within a few minutes of turning it one, so I can fix a faulty connection. If you're careful, there's no reason to be scared of opening something with capacitors. Besides, as long as you don't touch the pins, right? Or does touching the top do the same thing? If you'll notice, caps are pretty heavily insulated.

Well my take on it is you may have succesfully done it 1000 times hoever there may be just that one time you make a mistake and you may pay for it with your life. Thats why i generally advise messing with a PSU on all levels.

well you could say the same about being an electrician
I nearly game myself a shokc one by using a 12v forklift battery and i connected womething with teh wrong polarity and it went smoke bang lucky for me it had a fuse that stoped it fast enough. But it melted through thick metal wire and then there was a very bad smell. Also even a 12V battery can kill you. For example when you start you car it pulls about 80A @ 12 to turn the starter motor. Just imagine how muhc it must need for an electric forklift. Few that was close.Id have to agree its not worth it for a cheap fan.
