The idea is good, but I'd get the FSP over the Thermaltake.
http://www.newegg.com/Product/Produc...82E16817104019

X1900XT's draw up to 120W each at stock speeds, full load. Thus, when overclocked/overvolted, they'll draw more, possibly exceeding the 250W the Thermaltake can handle.

Would you still recommend the Hiper to fulfill the UV/Modular requirements?

I think the Hiper together with that FSP would be a nice combination. The Hiper is sorta weak on the 12V rails (just over 29A), but that's basically all you need if you have separate power for the Video cards...

So yes, the Hiper would be just fine in combination with the FSP

I wish it gave amperage ratings. I also don't like the idea of pumping hot air right at my CPU HSF... I think it's a good idea, but I would spend my money on a better power supply instead.

But you can't get anything Modular over 750W, and those PSUs aren't that great...

The FSP Specs are right here:
http://www.home2000.net/client/fspgr...ages/X3SPC.pdf

It's all 12V, thus 25A on the 12V rail

Nothing over 750W modular? Then I have two words for you: Enermax Galaxy (ok, not 100% modular, since a bunch of cables are not modular...)
http://www.enermax.com/english/produ...y1.asp?PrID=60

And here is the combination of the modular/non-modular cables:
