Default Rear PSU Fan

hey guyz i was moving my pc(aka rearranging my room) around and turned it on and i noticed that my rear fan was not spinning but i looked at the fan inside that is part of the psu and it was spinning. I have an antec 450 watt psu. is this normal? thanks

It could be thermally controlled? I think the new Seasonics work like that

ya im not sure because there isnt much dust on the fan blades, you think both psu fans would turn on if im using alot of power?

It could turn on for that or it could turn on only when the PSU gets too hot...

Or it could be dead
