Couldn't did not reach bios with weak PSU

I was using a 420volt thermaltake PSU on the system you can see below. I did not reach the bios(no picture on monitor) and one of the fans was spinning slow. Is this PSU to weak to even reach the bios? It has 18amps on the 12volt rail i believe....

420v PSU huh? That might be the problem!
Do a barebones build (HD+mobo+1 RAM+CPU+video card) and see if it boots up. The PSU should be able to handle that. Also, are you getting any beep or error codes?

Yeah most obvious thing when you get no display is a grounding problem. Then RAM, CPU, Mobo etc.

grounding? I don't think the mobo is touching anything other than the mounting screws....

Best to just take it out of the case and run it on an antistatic sheet on a flat surface. But first plug the case speaker in and see if you get any beeps. Then check with your manual if you do get any. Does that PSU have the correct 4 pin ATX_12v connector?
