Default power supply good for ocing?

i have a core 2 e6400 that i want to overclock to at least 2.8gH.(prob. more after additional cooling)
i am running an x850xt oced w/ a zalman cooler
1 gig of ddr2 ram
hd/dvd-cd-rom

i tried to oc with my stock 500w power supply which is pcf inactive. when i turned the voltages up it wouldnt even post.

i am now looking at a 500w pcf active XCLIO ps

my first question is if the pcf is my problem and secondly if you have any other ps suggestions that is under $90.00
