Default Weird UPS and/or PSU behavior.

I live in a place where the electricity is kind of unstable. I have a Mustek PowerMust 800VA UPS to protect my PC from electricity variations. But, even with the UPS properly connected, i can hear my PC's fans altering their speeds and sometimes the fans' LED's flash and then go back on, sometimes they just lower and increase their luminosity. I have tried with my other PC's UPS (Phasak 800VA) and it does just the same. And, at 1st January (a lot of people in my house) the electricity overloaded and my computer rebooted, like the UPS couldn't hold the overload (oh, and the overload was caused because lots of things were turned on). For you to see as the electricity is so unstable in my house, we can see the normal lamps changing luminosity. My question is: If i buy a 1000VA ups, will this behavior disappear? or is it a PSU problem? my psu is a Thermaltake Purepower TWV 500W.

oh, and in my other pc, the Phasak ups handles it just fine.

So, should i buy the 1000VA ups? or an even better UPS?

Your probably not going to need a whole ups just to stabalize the power.
Get this.

Its has a fairly large EMI output but it works wonders! Cleans the incoming power and compensates for brownouts by drawing more power. ( i have it )

This could also be caused by 4pin molex fans. If your fan is connected in this fashion

PSU > FAN > HD
PSU > FAN > CD/DVD DRIVE

Than this problem can be caused by more voltage being put to that object (HD, CD/DVD). When more voltage is required by those items, ie to read games, then the voltage also passes through the fan making it spool up.
