Question It is now safe to turn off your computer??

First off. I am familiar with this black screen, but my question is, why does it show itself to me?
like, my PC has always turned off itself when i click shutdown. But, since my last reformat, it shows the shutdown screen. Why?
is there a setting in windows? I wouldn't think so. I think its in BIOS, But I cant find the setting. Its an Award V.4.51 PG. I cant figure out how to do this and why its doing it after a reformat.
I need it for conviniance, but mostly my fan controller, if u have to turn the PC off by holding button for 4 sec., it resets. so I loose the temps and stuff. pain in ass.

Any ideas??

look in the BIOS, there should be an option for auto shutdown or something named along thoughs lines, in short itll stop that screen from popping up and will turn the puter off itself when u click shutdown.
