Yes, but its not recommended. Plus you would have to buy a new case or mod yours to fit it in.

so heres my problem i got a 450w psu with no pci-e connector so i want to buy like 380w one with a pci-e connector dirt cheap, so having that connectod 2 my graphic card, hdd and cd drive and have my 450w conected to my mobo will everything work out well???

Most ATX cases only hold 1 Power Supply Unit, unless you somehow cut another hole to fit a cord in and to screw another PSU in.
__________________Personally I would just buy a new Power Supply that covers everything. I mean that it isn't recommended by me, More heat, less room, plus the if you put use one for a graphics card and one for the rest of the computer the amps on one might not power the card. Just my 2 cents.
