Considering peak draw of your father's PC (when gaming) is around 200W it's well enough.

Well currently it is using a 400W power supply (some POS) and that is cooking nicely so im guessing it must be drawing a fair amount of power as i know for a fact the old P4 chips arent very efficient, i was just asking really if anyone had any previous experience with CM PSU's

The Seventeam built Cooler Masters are some of the worst that they sell. If you want a budget PSU, get the Extreme Power Plus 460 made by Acbel (and it is cheaper). The Antec Earthwatts 380 is another option but it is out of stock on that website.

edit: Here is a review for the Plus 460: http://www.hardwaresecrets.com/article/550/1. Unfortunately it can only do 430W not 460, but it still performs well and is one of the better choices for budget PSUs.
