Default Corsair hx620 need answer quick

I recently purchased the hx620 because my 400w liberty's fan was constantly spinning very loudly with my new quad and 4850, so when I took the psu home to my surprise when I was looking at what it didn't came with the mounting screws, no biggie. But the psu's 24 plug and 12v plug were't tied like my friends where when he got it, and some of the modular cables where not neck tied, kind of looks like someone took it out to test or use, or someone bought it and returned it, I measure the 12v with a multimeter and it was 12.06 and around 12.05-12.04 load and the 5v was like 5.02-5.01 load, shouldn't the 12v be more like around the 12.25 or 12.15 like the review sites or did the store sell my a dud? so far I have no problems with the psu itself.

LOL.... 12.06v is better than 12.25v. You want it to be as close to 12v as possible. Same goes with all the other rails.

5.02v is 0.4% voltage regulation.... the required regulation is 5.0%. You are WELLLLLL within specs.

as long as its around the rated i wouldn't worry unless it was like 11.25 or 3.7

ok thanks heres another question I have 2 multimeters a cheapo 8$ dollar and a 50$ mastercraft one, the cheap 8$ one will read the 12v as 12.04 under load but the expensive mastercraft will read the 12v as like 12.55 or something like that

Get a fresh battery and test it with both multimeters. See which one reads the proper value.

9v = 9v
A, AA, AAA, C, D = 1.5v

i was taught that as long as its not a whole number away then your fine. think about it do you think a computer psu delivers electricity at a 100% accurate level? its will always be around 12. something unless its broke.

I'm concerned because my monitor losses signal randomly when I run occt to test my oc on my quad, does that happen to anyone else?, I though it was just freezes, 2 hot, bsod, restart, error codes due to not enough voltage

So what exactly is happening? Your Liberty was obviously over stressed so you bought the Corsair. You noticed that the packaging wasn't what it should be so you (and me) suspect it might have been a return. It doesn't mean it is defective, just a return. So then you test voltages at load and it is rock solid. Now you are having trouble with monitor signal when load testing your quad. Does this problem happen when you aren't OCing? It is possible that your PSU is a dud and the voltage readings aren't as revealing as they normally are. Do you have a spare video card to test to see if you have the same problems? Try load testing at stock to see if you can replicate the problem. The Corsair should have no problem powering your system so if you are having trouble it is possible it is the PSU.

DuckieHo said earlier that voltages have to be within 5% so for the 12V rail it would need to be within 11.4-12.6V. For one whole number, there would definitely be something wrong.
