Looks like crap to me but can't be sure. Can you provide me with the UL number off the label? The UL number is under a logo that looks like a backwards RU. I begins with the letter E followed by like 5-6 numbers. However, I am willing to bet it can't do 400w stable. If you ever plan to upgrade or rebuild, get a new PSU.
