Default Fans Spin up but no boot. Dead PSU?

Here is the question: I power up the computer and the fans will start to spin but then it will stop and then retry again. I switched RAM to confirm it wasnt that and it did the same thing. Is this the PSU? Can I rule out that it is definitely not the mobo?

Usually if it's PSU failure, it doesn't EVEN boot up. I have never seen or heard of a PSU doing that (or being the cause), it seems more like the motherboard.

only time this has happened to me (twice) it was the psu. fans would start...then stop...then start...

i had somthing similar happen with the amd rig i just built exept fans would start and stop wouldnt retry again, switched out the psu i had in there for another and fixed the problem so if u got an extra psu laying around whats the harm in trying

Everytime I saw it, it wouldn't cycle the fans, they'd always keep going. And usually it was a grounding issue if anything, but I suppose it could be a PSU. The only way to find out is to get another board and try it, see if boots. How old is it? Aging capacitors, take time, and that I suppose would be close.

wouldnt it be easier to just hook up another psu to it? and test that way?

I have a psu but its old and is not 24pin.

thats ok the extra 4 pins are for stability it shouldnt hurt it as long as its not oced(cpu) lol just needed to clarify im not talking about the psu lmao
