can a faulty power supply cause low framerates?

i dont have any issues in my pc besides horrible lag intermitently. my q9450 died on me and then i had to use my pentium d 945 for a while. its snappy in general but the problem is in any graphic application it lags so freaking bad half the time. ive had under 1 frame a second with 4gb ram @ 800mhz and a 4890. im pretty sure this is cause when i changed cases, i was modifying this garbage $20 case for my tripple rad and drilled some holes in the top for air flow, but i forgot my psu was still in and drilled one into the edge of my psu. the hole is on the very edge of the circuit board in the psu and it turns on fine and works somewhat normal. the only issue im having is intermittant huge lag spikes with framerates in games and even using megavideo ill lag bad but i wont lag if i download the megavideo and play it in window smedia player.
i have no idea what the real cause is. there are way too many variables to concider/ i could have ESD shcoked my crap $50 asus mobo, i could have warped the mobo, i could have ESDed the cpu. i could have gad a drop of water from my waterloop drop somewhere int he pc. i could have screwed my psu. my other pentium d from my moms old dell wont boot but this pentium d 945 will. i can get into bios fine with the other pentium d. my old q9450 is completely dead. i know im retarded sometimes and i learned my mistake of modding cases with the psu still inside. try not to make this a flaming thing and just help me out pls lol. also what kind of fps in cod4 would a moac book get with 2.26 ghz and a 9400m gpu? my mom wants to get me a macbook cause shes freakin obsessed with macs and thinks that microsoft is evil and would never buy me any laptop other than one made by mac. thanks for your help

Possible....
Run Intel Burn Test and FurMark simutaneously... see what happens when you stress out the system components. Quote:

how long should i be running both of em? it hasent crashed in 150 sec but its laggy as hell on 1280x1024 windowed mode stability test and linx on standard settings. its 1 fps min avg= 20 and max is 84 b4 i started linx
my gpu tamp max is 70c so far you think this is my psu or cpu or gpu or what?

omg this cpu is putting out 4 gflops peak. my q9450 at 3.75ghz put out around 45 gflops peak on linx...think this is why??

I don't know about faulty frames, but it sure can cause sudden instability, or instability all the time and sudden shut downs as my old PSU was causing. The OC would pass everything fine, but after a while, the PC would straight up shut off randomly, even if I wasn't playing a game. It ended up being 2 bad capacitors that were replaced.
Could be the PSU man. My friends mobo had 4 bad capacitors on it and the PC was running almost 100 usage all the time and was EXTREMELY SLOW, 2 of the bad caps were right by the CPU socket, the other 2 were near the NB. SO slow that it took almost 3 hours to install Vista on it.

yeah after around 7 mins of tourturing this crappy cpu i turned linx off and the fps jumped up to 80-90

Try running Prime95 on 3 cores (so the FurMark can use one).

itsa pentium d 945...its a ghetto dual core acritecture with basically two pentium 4's crudely mashed together.
