Default ATX12V 2.3 vs ATX12V 2.31

i found out the differences between ATX12v 2.2 and ATX12v 2.3, but i saw there is a revision to 2.3 which brings it to 2.31 and i, for the life of me, cannot seem to find any info on what is different in revision 2.31 (i can only find the intel spec sheet and i don't know how to read it).

I need to know what the advantage of v2.31 over 2.3 is before i get my new PSU.
