A few months with Cougars
Pros: Sleeved cables, 700 RPM adapter, comprehensive specification sheet, anti-vibration pads.
Cons: The most available colour is orange, general availability and price differences between retailers in Europe.
So here we go, it is my first review so please go easy on me 
I have had Cougars Vortex HDB CF-V14H for a few months now and I think I am able to write a short review of this product.
Once you receive your product, you get a nicely packed well designed box full of goodies which you will need to install your fan, including 700 RPM adapter, mounting screws and a very long 450mm sleeved cable.

On the box itself you have got a very, and I should underline that very comprehensive information about your fan, including static pressure the fan generates at a speed, which is very useful for people (like me) wanting to install it on a radiator.

Even though I have not got any professional equipment to measure those data I think that they are much closer to the truth than lets say those stated by Akasa for their Apache Black 120mm (2.64 mmH2O@1300 RPM with just 16 dBA). If you put them side by side (which I had an opportunity to do) and power them up you will realize that the Akasa is a hell of a louder fan @16 dBA than Cougar is @19 dBA!
I am aware of that Cougar had a problem with their fans making some extra noise when installed horizontally, but I think that they had had addressed the problem by now as I could not hear any difference when installed them either way! I personally run them horizontally in push/pull mode on XSPC EX280 radiator and cannot hear more than a very quiet hum, their are just slightly louder than Scythe Gentle Typhoons 1150 RPM.

Since I am water cooling my case I can add that in my setup 4 Cougars @700 RPM cool the coolant down to 26C and @1200 RPM to 24C with ambient room temperature @23C, which is a great result for nearly inaudible system.
They are truly great fans and I cannot really fault them for any other reason than that they are orange (there is black version, but I could not find it in the UK or even Germany) and that the prices for them are very different from one retailer to another, so it takes a lot of time to find them for around £14 a piece, only Amazon UK has got them for that price, when other retailers sell them for even up to £30 a piece!
