Pros: Performs great as both case fan or heatsink fan, Performs quietly at all speeds, Looks great

Cons: Hard to find at a cheap price, Doesn't quite match Prolimatech's performance specs, Cables aren't sleeved

These are definitely worth the $21. I purchased mine in December of 2011 and haven't had a single issue to date. They perform beautifully as CPU heatsink fans, keeping my CPU at less than 20 degrees on idle most of the time. They look great wherever you mount them, and they are brilliantly quiet.
Unfortunately the cables are not sleeved and can ruin the look of your setup if you can't hide them well. Also, Prolimatech's claim of 87 CFM at 17dBA seems like a bit of an exaggeration. At a guess, I'd say they produce about 70CFM at the same volume.

Despite those minor cons, I can't find a reason not to buy these fans. In fact, I ordered four more just recently.

Update:
New fans arrived, now they come with sleeved cables, so that's one more reason to buy them!
