I don't know much about FTP servers. I tried using a free program to run one from my desktop running through a Linksys router, but the Linksys router changes my IP to the standard Linksys IP that each router of that model has. I could connect myself, but other people couldn't. Is there way to get a completely static IP that will stay their all of the time? I'm not quite sure of how this works. What happens when you reset the IP? Is there a way to get an IP from just my computer without using the Linksys IP?

If you want people outside of your internal network to access your server you need to forward the correct ports. You need to find out what ports the FTP program is using and then forward those to the IP address of that server. If you have a Linksys router there should be an Applications & Gaming Tab that allows you to forward ports.

most ISPs should let you have a static IP, but it costs extra per month.

If you are concerned about your external ip changing (the one your ISP assigns you), you can go to DnyDNS.com and create a free account there. You download their software, keep it running and it automatically updates ur IP for you.

As people pointed out, there is free services which will keep track of your IP when it changes. The hard way is to simply use www.whatismyip.com everytime someone wants to connect, and tell them the IP that you currently have. The disadvantages of this should be obvious tho. Now, as said before again, for people to connect to you, you need to forward ports on your router to you PC. Usually you should need just port 21 for FTP transfer, although it depends on the software you are using. If you are going to go with passive mode, which will provably be the case as you are cnonected through a router, it might get more complicated. Also, the firewall on your PC needs to be configured.
