whats the best way to make a media server for my home
i have an old dell siting around and i want to put it to good use backing up files and streaming music and videos what is the best way to do this i dont mind buying windows home server

How technical are you?
WHS is ridiculously easy to setup and to use but costs $140. You can install, enable automated back, remote connection, and set up file sharing in about 1-1.5 hrs.

ya WHS would probably work well for you but another question what are you trying to stream A/V to and what format are the files you want to stream in?
