Well that's good at least

But expect your power bill to go up by about $6-$10/mo if you run it 24/7. Depending on your power company's pricing.

grab a dual core with a micro atx board with a on board GPU, the dual core will go down to lie 18W most the time if you leave C1E on. even at full load it will be what 65W compared to 130W? Plus be faster.

If you really want to make sure you have the best connection find a board with DUAL LAN ports.

Other than that downloading is not to taxing on a PC

Low end C2D or Pentium Dual Core would be better with the lower voltages.

Another idea is make this download/server/htpc.

So depending on your budget would be the build. But dual-core/mobo/ram could be had for $200-250, Or you could grab a quad core from microcenter for 160 but its really overkill lol.
