No server board offers overclocking options that I am aware of, and if you found one I doubt any will get you close to 4.5GHz. Even so, 2U is really restrictive so no way you could do it on air. Even water would be tough.
Better would be 4 Xeons, running at stock... |

Servers are intended to "serve" - they need to have high reliability and often 24/7 operation. Thus, overclocking and servers don't mix, especially if it's a mission-critical machine.

Anything can be a server fellas... even a high clocked machine. As far as I can tell his only requirement is that it runs in a 2-3U 19" rack.
Are your expansion slot requirements really PCI? Just grab any X58 motherboard that meets your expansion desires. I doubt you can fit 4 full height expansion slots in a 2U chassis, so you may have to go with 3U.

Here are 3U chassis. Just pick one... The cheapest looks like a decent option. If you're going to go the external radiator route, you simply cut holes in the back of the chassis and run tubes attached to your CPU waterblock out the back with quick disconnect couplings. You can choose to have the pump internal or external (I'd go with external, in the event you ever wanted to add more machines to this kit.

you can grab some deltas for air cooling this. You need to make sure you have optimum airflow if you want such high clocks running all the time. You might have to make your own air channels inside the case, i'll try and find an example
example of building your own ducts for a case for optimum air cooling: http://www.silentpcreview.com/forums...&view=previous obviously I wouldn't follow this to the letter, but this gives you some ideas on what to do.
