on $10,000
What Kind of business? [Internet Startup] Layout [Modem -> Router -> 1 PC] Workstations [Netbook] File Server [No thanks] System software [Windows] 2 application softwares that deal with the company [Paint and Notepad solves everything] Now spend the $9800 on a Cisco router. What a silly request... do you homework. It's a no brainer...

lol, this is a pretty dumb assignment, it's never like this in the field. The teacher should have given you a business to base everything on (how many people working there, what programs they use, etc) and have you go with that.
Either way, $10,000 is a very unrealistic amount of money to build a proper business network from scratch. If the business is small enough not to need a central server (or only needs simple file storage), $10,000 is way too much to spend. If it does need a server for anything critical then it should have redundancy in both the servers and network (look up STP), and have spare hardware for both the servers and workstations in case something fails, and $10,000 becomes too little to do it with acceptable performance.

Exactly this. The teacher is having you do everything backwards.
