I hope you just mean from AT&T.
No way in England you could get that as a home connection without 802.3ad, and even then probably not. Our ADSL ridden country gives us 'upto 2.5Mbps' upload on the premium services. Woop. It's generally 1.3 and below.

Bandwidth is usually the limiting factor. So solve that problem first.
Don't use residential services, it is against their ToS (more than likely). Even fairly ancient hardware can run a fast and large game server if you are talking about just one. If you want to break even, you can't just buy the best hardware out there. You need to spec something out for your needs, not just for an e-peen. Recommendations for co-locating in a data center are good but unless you can host a LOT of servers, it would probably end up being cost-prohibitive. I looked into this with my 2U rack and the cheapest I could find was about $125.00 a month for unthrottled 100mbit connection. That's really expensive to me...
