If want low-power while have performance for other tasks, I would get a Athlon II X2 235e (45w) downclocked from 2.7GHz to like 2GHz...

Otherwise, a Sempron 140 is more than enough.

When those 45W Quads are out, I will recommend you buy an even lower power single or dual core cpu...

How fast is it?

What do you do when you have filled up the 2 hard drives you can use with it?

Here's my rig that consumes <70W fully loaded:

Intel Conroe E6600 65w TDP
Zotac GF9300-ITX-Wifi (D-E model) Mini-ITX motherboard
2GB DDR2-1000
WD 80GB and 1TB hard drive (OS and storage, respectively)
Corsair 400CX PSU

Works awesome, running Server 08 R2 and it works flawlessly.

If you want super low power consumption, look at the SheevaPlug. Power consumption is 2.3w idle no attached devices, 7.0w running at 100% CPU utilization.
