Anyone know any?
This includes drives that come with software to control their speeds. Please share the knowledge!

When you say optical drives that help you control the noise you've had that fetcher forever. Since the only time one uses an optical drive at full speed is when he is first acessing discs or when he is burning something. All you have to do is turn down the burn speed. Although i know for a fact that plextor drives are known to be quiet I personally use two pioneer drives. SUCH nice drives. SO MUCH better than the Lite-on crap

dont know any unfortunately but have you thought of noise cancelling materials to wrap round the cd drive?
