I have always found water to be quieter, but I'm sure you can almost achieve the same decibel level with some quiet fans. But then it's just a question of efficiency.

All depends what fans your using...
Watercooling will give better temperatures at higher overclocks with lower fan speeds. A phase change cooler would not be silent...

For sure air is quieter than water (Heat capacity), but only at low clock speeds, as prosser stated.

i have always found water to be alot cooler and quieter.
with my htpc, i went from: a stock gpu cooling fan on a 8600gts 2 120mm case fans a 92mm cpu cooling fan 2 80mm fans in the psu to: a 120mm fan on the rad 2 80mm fans in the psu a hydor pump so i went from normal, not really loud but loud enough that you could hear the pc run during quiet parts of movies/etc, to pretty much silent (as in even when you try, you cant really hear the pc). as a bonus, my temps dropped from the high 40s/low 50s (cpu) and 50s (gpu) to mid 30s (cpu and gpu), and i am not using anything special for wc equipment. i noticed that watercooling the gpu makes the biggest noise difference since the vid cards usually come with high rpm/high pitch fans. get a quiet pump and use a fan or 2 on the rad and you will definitely notice the difference

Depends on the heatload. A watercooling setup can run overclocked SLI GTX and a quad inaudibly. A air cooling setup couldn't at the same clocks.

depending on the build, you could probably get away with a 120.2 rad with 2 low speed fans and a psu with a single fan.
as long as you pick a quiet pump, you will be pretty much silent

I think it really comes down to the fans you use and the temperatures you're willing to accept. A nice quiet pump would be the DD-D5, or MCP-655 (same thing) with the speed controller. You can turn the pump down until you can't hear it anymore.
__________________If you have a good size radiator, you can put fans on it that run around 1000 rpm or less, and it would be fairly quiet. Silent is probably not going to happen with fans unless you have a really good, quiet case with noise dampening material. But I doubt the same would be possible on air cooling, especially the GFX cards. On my loop I have a 2900XT and a Quad, and Im using a dual heatercore with 2x fans that run ~1550 RPM. It is quite audible. If you were to get a larger radiator and use more lower RPM fans, it could be quite quiet.
