Hi OCN
__________________I want to make my secondary system super quite The case is Antec Nine Hundred and the fans are set to low & the side fan is spinning at 1400rpm My Arctic Freezer 7 Pro is spinning at 800rpm Processor is Intel Pentium Dual Core E2220 @ 2.4GHz I’ve Overclocked it to 3.0GHz (300 x 10) @ 1.37v (High voltage is ensure stability) Temperatures are Core Temp 0.99.3 Ambient: 22C TJMax: 85C Idle Core 0#: 29C – 32C Core 1#: 28C – 32C Load (Intel Burn) Core 0#: 62C – 67C Core 1#: 63C – 66C Graphics Card is HD4850 (Non Ref) Fan speed (10% 650rpm) GPU-Z Senor Idle: 41C Load: 68C (ATi Tools Scan) My PC sounds like a slight hum Is here any way I can reduced my temps without increasing fan speeds. I was thinking Of going for a very big heat sink or water cooling (120mm single Rad and mount it to the exhaust fan)

High voltage also ensures that you get higher load temps. I don't think it needs that much voltage if you're only at 3Ghz.
You can get a TRUE and not even use a fan on it. I have my Q6600 at 3.4Ghz (~75c load, but I never fully load it, and if I do, I turn on my fan).

You could replace the termal paste with something better (Arctic silver 5 for example)

T.R.U.E’s are a good Heat Sink I own one my self in my main system I just hate the mounting bracket it does not seem secure enough you can move the Heat Sink even when you have fully tighten the screws and even applied a penny mod to get more pressure.
