I have a cool master 690 with 2 yate loon high speed fans and the case came with 3, it is extremely loud with yates running. What is the cheapest and effective way of insulating or silencing the noise without effecting air flow and cooling? I read a thread about some tape from hardware stores i was thinking of giving that a try.

I guess getting sound dampening material and putting it in the case like the side panel

Also, depending on what you are doing, a fan controller is a great help. I have my PC in my living room and when I am not gaming, I just turn all my fans down as low as they go. Then when I want to game, I just crank them up to full. It helps a lot.

i have a fan controller and i will see if it works tonight but i think i accidentally shorted it out when i was testing it for voltage.

i already spent too much on this rig for water coolers and stuff, i just need something i can do myself that is cheap and effective.

Most stock fans are rubbish, so either slow them down (limit volts/fan controller) or replace them. Looks like you're running everything at stock with nice CPU cooler so it shouldn't hurt to reduce the airflow a little for the sake of some quiet.
I'd also take a look through the bios for any fan speed settings you can change (most likely under 'Power', but dependant on MB I guess).

Also, cutting out the fan grills on the CM690 helps cut down on noise and restriction. I used a dremel to cut them out but a set of wire cutters could be used also.

Well, what you can do is check that all your pc is not moving, basically apply pressure to the walls of the case and listion to it, if it gets quieter, and sometimes it does, just fine a way to apply more pressure to that specific side/wall of the case :S

Sound dampening in PC only has an affect if your PC is already quiet (unless you use 1in+ thick foam).
Locate and reduce your loudest components. Reduce vibrations and reverberations.
