No, that isn't true. As long as the intake air is being circulated and hot air taken out faster then that, you will have a cooler internal case temps overall and won't have an issue. If you have to little intake and improper flow, yes that isn't good. You just need a healthy balance.

ok but how can air be taken out of the case faster if there's more fans pulling air in than pushing it out or can't it?
