I recently built my current rig 4 weeks ago but ran out of money to add more things.. typical.
My whole idea was to make my new build around the concept of silence. Currently, the Cosmos already has sound proof attributes as you all know such like the padded side panels, rubber for anti-vibration etc. To improve silence i went for a Coolermaster V8 and run it on 800RPM and can barely here it but still cools my OC'd X3 720 BE very well at 3.8Ghz. I installed probably the quietest PSU around right now - be quiet! Dark Power Pro. Can't even hear the beast! I then replaced the GTS 250 cooler with a Thermalright HR-03-GT and added a Noctua NF-B9 to it. I ran the cooler without the Noctua fan and temps when load were no more than 90.C // Idle was around 50.C - which without a fan is great - keeping my silence idea in mind. I'm now in the process of replacing the Cosmos stock Coolermaster fans even though they are pretty quiet anyway as my PSU controls them. I'm planning on buying 4x Noctua NF-P12's but i know you can install 2x 140mm on the top so what 140mm's should i go for? Anything else i should consider about making this build even more quieter? I know i could install a fan controller like the Kaze Master Ace, but if I'm already installing very quiet Noctua NF-P12's which also will be controlled by my PSU - be bit of a waste to spend more money for no improvements

You could place thin strips of electrical tape on where the fans touch the case, this will reduce vibration.
Place sound absorbent foam around the case perhaps. Either get the good, thicker stuff, or the cheaper stuff like this and put down 2 layers of it in critical places.

It says <16 dBA, so it would definitely be quiet. Might hurt your eyes though with those orange blades and LED.

I would get a fan controller only because i have manual control over the fans
__________________they are only about 20 shipped anyways. I think your load temp on 250 is a bit too high, might wanna get ati 4770 keeping your cooling setup rubber fan screws are good way to reduce vibration from the fans might switch out the V8 to True or Megatron(Megahalem) with a fan shroud and a 38mm fan to give better cooling
