I recently got a Dell T3400 workstation for work. It's got a Q6600, 8gb of DDR2 ram (no idea what kind), and an Nvidia Quadro FX570 video card. I've been very pleased with how it performs and how cool it runs. It loads at about 45c.
I've also found that Dell cases are simply amazing. The cable management is superb and the layout is extremely well thought out. Quote:

My old dimension e310 only had 1 fan that acted as an intake, CPU, and exhaust fan.

I had a Dell Dimension desktop, there was a large heatsink on the CPU and a 92mm front intake. If I remember correctly the intake fan was labled Sanyo Denki. Its a super quite fan though. And there weren't any exhaust fans at all.

Apple computers are like that too, because it is a closed ecosystem. If you know exactly what motherboard and other components are going into a case, then you can design everything around that. It also helps with assembly, so designing the layout like that probably saves on labor.

Usually in the cooling systems from Dell that I've seen, they run them on the border of overheating. Most of them that I've seen use one fan, on the back of the case, in a duct leading to the CPU heatsink.

Actually, I had a dell dimension 9100 not too long before I found OCN. After being on OCN for awhile and figuring out that dells CANNOT overclock, I bought my current system. When I took my dell apart for the HDD, GPU and CPU I found that dell uses... I can't believe I am about to say this... DELTAS. They must have wicked fan controllers on them though. Seeing as how my CPU ran up to about 70C with ease at 2.4.
Dell loves to run components hot. They use quality fans like deltas, but never put them to real use. I hope that helps.

No, it's more that enthusiasts/overclockers love to run components cold. There is a disconnect between reality and belief.
Belief: OMG my CPU is idling at 35șC and that is too hot. Reality: That CPU is idling below your body temperature so it will feel cool to the touch.
